Texas Architectural Barriers (ADA) Plan Review Services for Texas Accessibility Standards (TAS) compliance where the total estimated construction cost is $50,000.00 or greater.
*****Below are step by step instructions and forms to register the project with TDLR.

I will be more than happy to register your project for you for free. Please fill out the Project Registration Form and email it to me with the State of Texas TDLR Project Filing Fee of $175 registration fee ($300 late registration fee) and I'll take care of it.

Registration Useful Information and Help Sheet/Architectural Barriers Program Requirements:
Among other things the information in this link has useful information like the $175 registration fee ($300 late registration fee) that must be paid with a credit card during online registration. This fee is processed through the Comptroller’s website and is non-refundable.
Step #1 - Project Registration Form:
Go to TDLR TABS Project Registration.
***If you are a returning user, you may login by entering your email address and password below, then click "User Login".
***If you are a new user, you may create an account by clicking on "Register a new user?"
Please fill out this form completely to register the project with TDLR. Click on the words Project Registration Form (above) and the form will come up. Please make sure when you are asked for RAS name and number to use Marco De la Flor RAS #1662.
Step #2 - Proof of Submission:
Please fill out the this form completely and email it to me and information noted below when the construction documents are submitted for plan review.
***One full size complete set of construction documents (PDF format) to include elevations, Civil and MEP plans, if applicable. Please email the form(s) and PDF of plans to marc@adaconsultingservices.com or feel free to send me a link (Dropbox, etc) for me to access the plans.
Please note this form needs to be signed by the responsible design professional. Click on the words Proof of Submission (above) and the form will come up. Please make sure when you are asked for RAS name and number to use Marco De la Flor RAS #1662.
Step #3 - Owner Agent Designation Form:
Please fill out this form and email it to me when a building or facility owner wants to designate an agent to act on their behalf.
***Please email me this form when you send me the Proof of Submission form (Step#2) and plans.
This form is required to be signed by the owner. Click on the words Owner Agent Designation (above) and the form will come up. Per TDLR Administrative Rule 68.10(9), individuals designated to act on the owner's behalf must be designated in writing.
Step #4 - Consent for Plan Review
Please fill out and sign this Consent for Plan Review and email it to me to marc@adaconsultingservices.com. Also please send me all of the information stated on the form so that I can proceed with the Plan Review.
Step #5 - Request for Inspection:
The request for an inspection must be made by completing this form and submitting it to me no later than 30 calendar days after the completion of construction. The completed Request for Inspection form must be received prior to proceeding with the Field inspection.
***Please note, once this form is received I will send an email to schedule the onsite inspection with a proposed date and time for approval and requesting information regarding a designated person of contact at the inspection location. I will do my best to work with you and your schedule.
Following the inspection, the owner will be advised in writing of the results. Click on the words Request for Inspection (above) and the form will come up.
Step #6 - Consent for Field Review
Please fill out and sign this Consent for Field Review and email it to me to marc@adaconsultingservices.com. Also please send me all of the information stated on the form so that I can proceed with the Field Review.
Step #7 - Proof of Inspection Form
I will fill out this form and send this form along with my Field Review
Report .
Notice of Substantial Completion:
This form may only be submitted for a newly constructed building or facility including shell buildings and first-time tenant finish-out. This form may only be submitted to the Texas Department of Licensing and Regulation by the building owner or designated agent. Click on the words Notice of Substantial Completion (above) and the form will come up.
After the Inspection:
****If no violations are found the previously issued Inspection Report (report that was previously sent to the building owner/rep and architect and/or design professional) will be filed with the State Of Texas for closeout. The State of Texas will then send a final close out letter to the owner and the project will be closed.
****If violations are found/pending after the inspection is completed the building owner, per the State of Texas, will have a max of 270 days to correct the violations/issues.
****Once the violations are corrected, within the 270 days, the Inspection Response Form needs to be filled out and returned to me. Make sure and select box "A" on Step 2 of the form. Please note that this form has to be signed by the facility owner or the contact designated that was provided on the Owners Agent Form. I will then file the paperwork with the State of Texas and the State will then send a final close out letter to the owner and the project will be closed.
